We were able to vote for candidates in the recent
primary without picking a party or signing an oath, and we were able to
choose candidates from all parties. Better yet, every one of our votes mattered.

which only registered Democrats and Republicans can choose their
respective parties’ nominees. Washington’s first experience with a
Measure 65-style primary, however, suggests that the change might not
be so far-reaching after all.

Washington state has given us a test of the top-two or open primary. The results show that it works. Oregon
will have an open primary too if voters approve Measure 65 in November
and the courts don’t intervene. So it is worthwhile taking a look at
how Washington’s test on Tuesday went.
